How a map ratio works
At 1:1,250, one unit on the plan represents 1,250 of the same units on the ground. In practical metric terms, 1 centimetre represents 12.5 metres. A larger denominator shows more land but less detail on the same paper size.

Location-plan scales
England's national guidance says a location plan will typically be 1:1,250 or 1:2,500. The correct choice is the one that keeps the red boundary legible while showing enough surrounding roads and buildings to locate the site. A 1:2,500 plan is not automatically better for every rural site if the site becomes too small to read.
Block and site-plan scales
Planning Portal guidance commonly uses 1:200 or 1:500 for a site or block plan. The more detailed scale should show the proposal in relation to boundaries and existing buildings, together with relevant access, paths, trees, surfacing and boundary treatment.
Scottish national guidance describes a site plan at 1:500 or smaller. Local authorities can ask for a different appropriate scale, so the title block and validation list should control the final choice.
Why one scale rarely does both jobs
A location plan needs wide context; a block plan needs site detail. Trying to use one compromise view can leave the wider plan unable to identify the site or the closer plan unable to show the proposal clearly. Two coordinated plans are usually easier to read and validate.
Paper size controls coverage
At the same scale, A3 displays twice the area of A4. Changing from A4 to A3 does not change the ratio if the drawing is re-exported correctly, but simply enlarging an A4 PDF onto A3 changes the printed scale. State both the scale and the sheet size in the title block.
Ratio scale, scale bar and electronic viewing
A written ratio tells the reader the intended scale at the original sheet size. A linear scale bar gives a visual check if the PDF is displayed or printed differently. Neither makes an incorrectly resized sheet accurate, but together they make errors easier to spot.
How to test a printed plan
Print from the downloaded PDF at actual size or 100%, with options such as fit, shrink and scale to page switched off. Measure a known scale-bar interval with a ruler. If it does not match, check the printer paper size, PDF page size and print scaling before changing the drawing itself.

Choosing the scale for an unusual site
Long access tracks, very large holdings and irregular red lines sometimes need more than one sheet or a clear key plan and detailed plan. Do not reduce a site until the boundary is illegible merely to force it onto one page. Agree a sensible presentation with the authority for complex cases.
